A study was conducted to demonstrate equivalence of measures and stochastic equations for turbulent flows. The process was considered on the basis of stochastic systems of equations for energy, momentum, and mass derived with taking into account the obtained theoretical relations of equivalence of measures between deterministic and fluctuation motions in the determined space-time region of change in flow modes. It was also considered that the subsets determining the measures of dissipative transforms included the incompressible subset. It was possible to represent the deterministic phenomenon as a random process having both deterministic and fluctuation components with a positive measure, but with the measure of intersection subsets, which was closer to zero.
